    The Director of Public Prosecutions (DPP) has approved corruption-related charges against nine individuals and three companies linked to procurement undertaken by the County Government of Nakuru, following investigations by the Ethics and Anti-Corruption Commission (EACC).

    In a press statement, the Office of the Director of Public Prosecutions said it received an inquiry file from the EACC concerning allegations of corruption, conflict of interest, procurement irregularities, money laundering and acquisition of proceeds of crime involving county officials and private companies.

    According to the statement, those facing prosecution are county employees Lorna Karamuta Mubichi, Daniel Wainaina, Kennedy Mungai, Timothy Kiogora Muriithi, Josphat Kimemia, Peter Gitau Thabanja and Solomon Sirma, as well as Kenneth Muriithi Ndubi and Brian Mwenda Ndubi.

    The companies implicated in the case are Denken Building and Construction Limited, Murinchamba Investment Limited and Windcom Solutions Limited.

    The DPP said an independent and thorough review of the inquiry file established that there was sufficient evidence to charge the suspects with several offences.

    “The DPP established that there is sufficient evidence to charge the suspects for offences including conflict of interest, money laundering, acquisition of proceeds of crime, willful failure to comply with procurement law, and engaging in corrupt and fraudulent practices in procurement proceedings,” the statement said.

    DPP also directed that all the accused persons and the implicated companies be charged before a court of competent jurisdiction.

    The approval of the charges marks the latest anti-corruption action targeting procurement processes in county governments, an area that has repeatedly attracted scrutiny from oversight agencies due to allegations of inflated contracts, conflicts of interest and diversion of public resources.

    Under Kenya’s Constitution, the DPP has the independent mandate to institute and undertake criminal proceedings against any person before any court, except a court martial, where sufficient evidence exists.

    The office works closely with investigative agencies such as the EACC, which investigates economic crimes and corruption before forwarding completed files for prosecutorial review.

    Public procurement remains one of the sectors most vulnerable to  corruption because it involves large amounts of public funds used to purchase goods, services and undertake development projects.

    The government has in recent years intensified efforts to enforce procurement laws and strengthen accountability in both national and county governments.

    The EACC has consistently maintained that abuse of procurement systems undermines service delivery and denies citizens the benefits of public investment. Consequently, investigations into procurement-related offences have become a major focus of the commission’s anti-graft campaign.

    Matatu operators have rejected plans by Parliament to empower National Transport and Safety Authority (NTSA) to set minimum and maximum public transport fares.

    The proposal, contained in the National Transport and Safety Authority (Amendment) Bill, 2023, was debated at the National Assembly on Wednesday, July 29, 2026.

    The Bill seeks to empower NTSA to approve and regulate fares charged by Public Service Vehicles (PSVs), which could end the current system where operators can increase fares without following proper channels.

    However, matatu owners led by Mass Mobility Operators have said they have not been involved even and that no public participation has been conducted as the debate about unregulated fares continues.

    In a statement, Mass Mobility Operators Secretary General Wilfred Bosire said the parliament has not consulted the industry and that fares are driven by fuel prices, insurance, maintenance among other issues.

    “We support affordable, safe and reliable transport for all Kenyans. However, any policy that affects fares must be developed through genuine stakeholder engagement and be based on economic realities to ensure the sector remains viable and sustainable,” Bosire stated

    He added: “Costs vary across urban, peri-urban and rural routes; a one-size-fits-all approach will not be fair or practical.”

    At the same time, the Association says the sector has invested billions and employs hundreds of thousands of Kenyans citing thag poorly designed regulations could discourage investment and cost jobs.

    “Any fare framework must be data-driven, transparent and subject to regular review. Predictable and consultative policies are necessary to attract investment in modern, safe and environmentally friendly public transport,” Bosire stated. 

    “We call upon Parliament to suspend further consideration of the proposed fare regulation provisions until comprehensive consultations are held with all industry stakeholders.”

    They propose establishment of a National Public Transport Fare Review Committee comprising of all the stakeholders to develop a fair, transparent and evidence-based fare framework.

    Several people have reportedly sustained serious injuries after a matatu travelling towards Nakuru was involved in a road accident in Kijabe, Kiambu County, on Monday morning.

    Police confirmed the incident, which occurred at about 9am, although the circumstances surrounding the crash remain under investigation.

    Emergency response teams rushed to the scene to assist the injured, as authorities continued to assess the number of casualties and the extent of the disruption caused by the accident.

    Motorists using the Nairobi–Nakuru corridor have been urged to exercise caution, particularly around bends and steep sections of the road where visibility may be limited.

    Drivers have also been advised to reduce speed, maintain safe following distances and avoid overtaking in areas where visibility is restricted.

    Road users have further been urged to remain alert to changing traffic conditions and follow instructions from police officers and emergency personnel managing the scene.

    How To Apply For A Learner’s Driving Licence In Botswana

    A learner’s licence in Botswana, officially referred to as a Provisional Learner’s Licence, allows a learner to begin the process of obtaining a full driving licence. The application is handled through the Department of Road Transport and Safety (DRTS).

    Who Can Apply For A Provisional Learner’s Licence?

    According to the Ministry of Transport and Infrastructure, applicants must be 18 years or older when applying for a provisional driving licence for the first time. The requirements depend on whether the applicant is a Botswana citizen or a non-citizen.

    Requirements for Botswana Citizens

    Botswana citizens applying for a learner’s licence should bring:

    • Valid Omang
    • Valid eye test result
    • Two passport-sized photographs
    • Prescribed fee of P45

    The eye test result can be obtained from DRTS, a private facility or a government hospital.

    Requirements for Non-Citizens

    Non-citizens applying for a learner’s licence should provide:

    • Valid passport
    • Valid residence permit
    • Valid eye test result
    • Two passport-sized photographs
    • Prescribed fee of P45

    The eye test can be conducted through DRTS, a private facility or a government hospital.

    How To Apply For A Provisional Learner’s Driving Licence In Botswana

    1. Complete the application form

    Download and complete the Application for a Botswana Driving Licence/Permit form.

    The form is also available at the Enquiries Desk at DRTS offices.

    2. Complete the Health Declaration Form where required

    Applicants aged 65 years or older, or those applying for Class C, C1, EC or EC1, must also complete the Health Declaration Form (DL31).

    The DL31 is valid for 30 days.

    3. Complete the eye examination

    Go to the eye screening office for an eye examination. If the screening identifies an eyesight problem, the Registration and Licensing Officer may refer the applicant to an external eye specialist for further testing.

    The applicant must return to the Registration and Licensing Officer with the specialist’s results and recommendations before the driving licence application can continue.

    4. Submit the completed documents

    Submit the completed application documents and supporting documents to the Registration and Licensing Officer.

    5. Pay and book the theory test

    Pay the required fee and book the theory test at the nearest DRTS office.

    Applicants can indicate their preferred testing method:

    The applicant is then given instructions on the selected testing method, including the appointed time and venue.

    6. Take the theory test

    The theory test pass mark depends on the licence class.

    A, B, F and H 26 out of 30
    C, C1, EB, EC and EC1 39 out of 45

    Applicants who do not pass the theory test must wait 14 days before reapplying for the test.

    7. Apply for the provisional learner’s licence

    After successfully passing the theory test, submit the test results and supporting documents to the Licensing Officer. You can then apply for the Provisional Learner’s Licence and pay the required fee.

    How Much Does A Learner’s Licence Cost In Botswana?

    • The prescribed fee for a first-time provisional learner’s licence is P45.
    • A duplicate provisional driving permit also costs P45.

    How Long Is A Learner’s Licence Valid?

    A provisional driving permit is valid for two years.

    Applicants should therefore use this period to complete their driving training and progress to the practical driving test.

    What Happens After Getting A Learner’s Licence?

    The provisional learner’s licence allows the applicant to progress to the practical driving stage. The practical examination consists of a yard test followed by a road test. An applicant must pass the yard test before proceeding to the road test.

    Once both practical tests have been completed, the applicant can proceed to obtain the full Botswana driving licence.
